There are several reasons that can cause the theme editor not updating.

First make sure your plugins are up to date. Cause out dated plugins can cause an error.

Check to see if all your themes are updated if not then update the theme and delete the themes you are not using

Chcek if you are using latest version WordPress.

Also  clear your browser cache. Cause simple cache stored by your browser can cause the theme file not to update.

Then clear your website cache.

That should do it. If all these methods don’t work then it should be because of your ModSecurity  that was triggered. It appears that ModSecurity blocks a few rule and that is why you got 403 error.

What is ModSecurity

ModSecurity is an Apache module which works as a web application firewall. It blocks known exploits and provides protection from a range of attacks against web applications. However, sometimes, mod_security may incorrectly determine that a certain request is malicious, while it is actually legitimate.

To Fix the ModSecurity issue all you have to do is contact your host and ask them to temporarily disable your ModSecurity. That should do it.
